Who are veterans and how is the corresponding status confirmed?
Law of Ukraine “On the status of war veterans, guarantees of their social protection” determined that war veterans are persons who took part in the defense of the Motherland or in hostilities on the territory of other states, which include: participants in hostilities, persons with disabilities as a result of the war, and participants in the war.
Confirmation of status is a Certificate with the appropriate inscription, on the basis of which the appropriate benefits and compensations are provided.
How war veterans differ from each other
- Participants in hostilities are persons who participated in the performance of combat tasks for the protection of the Motherland as part of military units, formations, associations of all types and branches of the Armed Forces of the active army (navy), in partisan units and underground and other formations as in the military, and in peacetime.
- Persons with disabilities as a result of the war include persons from the active army and navy, partisans, underground workers, workers who became disabled as a result of injury, contusion, mutilation, illness, received during the defense of the Motherland, the performance of military service duties (official duties) or connected with being at the front, in partisan units and formations, underground organizations and groups and other formations recognized as such by the legislation of Ukraine, in the area of military operations, at front-line sections of railways, at the construction of defensive lines, naval bases and airfields in the period of the civil and Second World Wars or with participation in hostilities in peacetime.
- Participants in the war are servicemen who served in the Armed Forces of the former USSR during the war, rear-line workers.

The certificate with the inscription "Certificate of a participant in hostilities" is issued by the Ministry of Justice, the bodies of the Ministry of Defense, the Ministry of Internal Affairs, the Ministry of Veterans Affairs, the National Police, the National Guard, the State Emergency Service, the Military Forces of Ukraine , the Foreign Intelligence Service, the State Security Department, the Federal Security Service, the Administration of the State Border Service, State Special Communications, as well as the State Special Transport Service at the place of registration of the veteran
CERTIFICATE of a person with a disability as a result of the war
A certificate with the inscription "Certificate of a person with a disability as a result of the war" is issued by the structural units for social protection of the population of district, district in Kyiv state administrations, executive bodies of city, district in the city (in the case of their formation) councils at the place of registration of citizens)
CERTIFICATE of a participant in the war
The certificate with the inscription "Certificate of a participant in the war" is issued by the structural units for social protection of the population of district, district in Kyiv city state administrations, executive bodies of city, district councils in the city (if they are formed) at the place of citizen's registration
According to the mentioned Law, there are persons who have special merits to the Motherland, which include persons awarded the Order of Heroes of the Heavenly Hundred, Heroes of the Soviet Union, full Knights of the Order of Glory, persons awarded four or more medals “For Courage”, Heroes of Socialist Labor, awarded this title for work during the Second World War, as well as Heroes of Ukraine, who have been awarded the “Golden Star” order since 2014, persons awarded the Order of Bohdan Khmelnytsky three degrees, the Order of Princess Olga three degrees.
Persons who have made special merits for the Motherland are issued one of the above-mentioned certificates and a badge “Veteran of the war – special merits”.
