On March 11, the Government approved the Procedure for the use of funds provided for in the state budget for the functioning of the Ukrainian Veterans Foundation.
The document defines the mechanism for the use of funds, the rights and conditions for receiving funding, the procedure for conducting tenders and reporting, as well as the peculiarities of work during martial law.
According to the Procedure, the Foundation must annually approve and agree with the Ministry of Veterans Affairs the priority directions of the Foundation’s activities and the annual project support program.
With the beginning of a full-scale war, the Foundation changed the format of the work from the one prescribed in the Regulations.
“The Foundation will support defenders, rehabilitate those who were wounded, and help all those who lost their relatives in this war,” said Minister of Veterans Affairs of Ukraine Yulia Laputina.
We would like to add that budget Foundations are used by the Foundation to provide support to veterans and their family members for the implementation of projects aimed at:
- reintegration of veterans and their family members into active social life, ensuring preservation and restoration of their physical and mental health;
- support of entrepreneurial activities of veterans and assistance in employment.
In addition, they are used to organize conferences, forums, programs and other public events in accordance with the main tasks of the Foundation, to conduct sociological and other research, to develop, produce, place and distribute printed products, photo and video materials, as well as to ensure the functioning of the Foundation.
The following people have the right to receive support:
- veterans and persons subject to the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection”, who are registered as natural persons — entrepreneurs, as well as legal entities whose founders are veterans;
- public associations with the status of a legal entity under certain conditions.
We would like to add that we are already calling on our international partners and potential donors to actively participate in filling the Foundation with aid for the implementation of veteran policy in Ukraine.
The main administrator of budget Foundations and the responsible executor of the budget program is the Ministry of Veterans Affairs.
By the 15th of each month, the Foundation submits a report on the use of budget Foundations to the Ministry of Veterans Affairs with an indication of quantitative, cost and performance indicators
