UKRAINIAN VETERANS is an institution under the management of the Ministry of Veterans Affairs of Ukraine.
The budgetary institution was formed to implement subsection 2 of paragraph 6 of the protocol of the meeting of the Cabinet of Ministers of Ukraine dated 17.02.2021 No. 22 and step 515, goal 11.3 “Reintegration into society” of the Government’s priority action plan for 2021, approved by the order of the Cabinet of Ministers of Ukraine dated 24.03.2021 No. 276-p
The Ukrainian Veterans implements a number of projects and programs aimed at supporting veterans and their families.
The ‘s activities stimulate the development and implementation of modern projects aimed at supporting veterans and their family members, as well as family members of deceased (fall) defenders of Ukraine, and promotes the readaptation of veterans to society.
The is a launching pad for supporting veteran businesses, including by providing financial support through the ‘s competitive programs.
Use of funds
In accordance with the Regulations on the Budget Institution “Ukrainian Veterans’ “, approved by the Order of the Ministry of Veterans Affairs of Ukraine No. 263 of 12.20.2021, budget funds are used by the for:
1) providing financial support to veterans and members of their families for the implementation of projects (hereinafter referred to as financial support), which are determined by the winners based on the results of the competitive selection and are aimed at:
reintegration of veterans and their family members into active social life, ensuring preservation and restoration of their physical and mental health;
support of entrepreneurial activities of veterans and assistance in their employment;
2) organisation of conferences, forums, programs and other public events in accordance with the main tasks of the Foundation;
3) conducting sociological and other research, public opinion polls and focus groups, etc.;
4) development, production, placement and distribution of printed products, photo and video materials, television products, video and sound recordings, publications, informational and advertising materials related to the implementation of the Foundation’s tasks and functions;
5) ensuring the functioning of the in accordance with the approved estimate.

Дослідження портрету ветеранів російсько-української війни здійснив Український ветеранський фонд Міністерства в справах ветеранів України в липні-серпні 2022 року, у співпраці з соціологічною групою “Рейтинг” та Texty.org.ua.
Chronology
Since its inception (February 2, 2022), the has been implementing activities for all the tasks outlined above, including with the involvement of extrabudgetary funds in the form of property:
March 2022 – A chatbot was created to search for useful information https://t.me/ua_veteran_bot
April 2022 – The information and educational radio program “Victory Wave” was launched on four radio stations of the Business Radio Group holding (5 days a week, 8:00 a.m. to 10:00 a.m.).
June 2022 – The veteran entrepreneurship microfinance program was launched. Within the framework of the program, applicants (from among veterans, their family members, as well as family members of deceased (fallen) defenders) who are internally displaced persons carrying out business activities as natural persons-entrepreneurs or self-employed persons can receive compensation for restoration and running a business up to UAH 20,000. The program is designed until the end of martial law.
During the 3 months of the program, 128 applications were received and processed, UAH 503,533 were reimbursed (28 applications that were correct, targeted and met the conditions of the program).
July 2022 – Crisis Support Hotline launched. The Ukrainian Veterans provides urgent assistance in crisis situations during the Russian-Ukrainian war through the hotline. As of August 27, 1211 calls were received. From the middle of September, the line switched to a 24-hour mode of operation.
August 27, 2022 – at its regular meeting, the Cabinet of Ministers of Ukraine introduced amendments proposed by the Ministry of Veterans Affairs of Ukraine to the Procedure for using funds provided for in the state budget for the functioning of the Ukrainian Veterans , to subsection 2 of paragraph 15 of the Procedure for Amendments, namely: “financing of measures to create conditions for the integration and development of veterans and their family members, in particular, those who were evacuated, to a new place of residence in Ukraine” to create the possibility of implementing support for veterans and members of their families and families of deceased (fallen) defenders of Ukraine who returned to their permanent place of residence in Ukraine.
August 2022 – the information campaign “I am a veteran” was launched. In all regions of Ukraine, you can see billboards and street lights with photos of young men and women who have been defending the country since 2014, and now have returned to war. In total, photos with corresponding inscriptions were placed on 253 advertising spaces.
August 2022 – At the initiative of the Foundation, the Sociological Group “Rating” conducted the Sixteenth nationwide survey. Ukraine during the war. The image of veterans in Ukrainian society (August 6-7, 2022).
August 2022 – the ArtFront music project was launched. The first song of the project called “Volya” was dedicated to the Independence Day of Ukraine, and its premiere took place on August 22, 2022 as part of the V veteran-volunteer forum “Where we are, there is Ukraine. Defenders Roll call”. The author of the song was Oleg Bondar, a senior soldier of the National Guard of Ukraine, who performed the song as a duet with Oleg Skrypka, a musician, producer, leader of the first Ukrainian rock band “Vopli Vidopliasova”, founder of the “Dreamland” festival. Also, Oleg Skrypka was awarded the Order of Merit of the III degree by the Decree of the President of Ukraine “On awarding Ukraine with state awards on the occasion of the Independence Day of Ukraine”.
August 2022 – the launch of the #CallingUkraine project with illustrations by the artist Nikita Titov
September 2022 – Starting from September 5, the will accept applications for financing veteran businesses in amounts from 500,000 to 1 million hryvnias for veterans, their families and families of fallen defenders.
ACHIEVEMENTS
At the regular meeting of the Cabinet of Ministers of Ukraine, on August 27, the Ministry of Veterans Affairs of Ukraine introduced changes to the Procedure for the use of funds provided for in the state budget for the functioning of the Ukrainian Veterans , which brought subparagraph 1 of paragraph 15 of the current Procedure into compliance with the Law of Ukraine “On the Status of Veterans war, guarantees of their social protection” and extend not only to servicemen serving in the Armed Forces of Ukraine, but also to those serving in other military formations created in accordance with the legislation, provided the opportunity to finance projects during the period of martial law Ukrainian Veterans‘ , continuing the implementation of projects introduced by clause 15 of the current Procedure.
Andriy Yermak, Head of the Office of the President, as part of the 5th veteran volunteer forum “Where we are, there is Ukraine. Defenders Call” the importance of supporting veteran businesses was voiced so that veterans find themselves in post-war life:
“Veterans can become a locomotive of the state’s development. We need more powerful veteran businesses. Veteran policy must be an absolute and unconditional priority for the president and our entire team. And there is a lot of work here. We need to establish veteran diplomacy in the world. The support of our international partners, aimed at the formation and development of veteran policy in Ukraine, is important to us. In particular, through cooperation with the Ukrainian Veterans of the Ministry of Veterans Affairs in the implementation of projects related to the development of veteran business, social protection of veterans and their families, implementation of programs for barrier-free access to services. Already this year, the , at the expense of state funds and donor partnership, is opening program contests for veteran entrepreneurs”
Significant information work was carried out, as a result of which more than 4,000 mentions of the Budget Institution Ukrainian Veterans of the Ministry of Veterans Affairs of Ukraine were received in the information space: publications in the mass media, TV and radio broadcasts, publications in social networks of the official pages of the General Staff, the Ground Forces of Ukraine, the National Guard, Teroborony of Ukraine, military-civilian administration, public veteran community, support of projects by opinion leaders in their social networks (more than 7 million reach). Publications on the official pages of the Ukrainian Veterans’ on Facebook and Twitter reach more than 20 million people.
Cooperation with public organisations, including veteran associations, unions, and organisations, has been established.

The functioning of the budgetary institution “Ukrainian Veterans ” has a positive effect on the realisation of the interests of veterans and their family members and family members of deceased (fallen) defenders of Ukraine, public associations of veterans through relevant projects, reimbursement of expenses for creating conditions for the integration of veterans and their family members, providing financial support through a competitive program to veterans and their family members, as well as to public associations of veterans.
Before the start of the full-scale invasion, 500,000 people were registered as participants in the ATO/Joint Forces Operation since 2014. In connection with a full-scale invasion of Russia, the number of people who were mobilised or joined voluntary formations, as well as their families and families of fallen defenders, may exceed 5 million people, which will require effective mechanisms for adaptation and reintegration from the state. The Ukrainian Veterans , as a tool for financing and supporting the initiatives of veterans and their family members and family members of deceased (fallen) defenders of Ukraine, as well as public associations in the interests of certain categories, already fulfils this role and develops capacities
