The Ukrainian Veterans Foundation has launched a legal consultation service

The Ukrainian Veterans Foundation of the Ministry of Veterans Affairs of Ukraine provides free legal consultations to veterans and their family memners. The project is implemented jointly with the Independent Anti-Corruption Commission (NAKO) with the support of the Office of the Special Adviser on Defense of Great Britain.

“The state is obliged to create conditions for a person to realize his fundamental rights and freedoms, to guarantee the right of compensation for damage, to ensure the inevitability of responsibility for violations of constitutional human rights. That is why professional lawyers and attorneys will help to figure them out. This may concern information about benefits for veterans and their family members, as well as other issues related to social statuses, guarantees, etc.,” says Ruslana Velychko-Trifonyuk, first deputy executive director of the Ukrainian Veterans Foundation.

“Lawyers process requests as soon as they are received, so most issues can be resolved on the same day. However, sometimes specialists need more time to prepare an answer. It can take up to several days,” explains Nataliya Kalmykova, executive director of the Ukrainian Veterans Foundation.

“It is especially important for NAKO to support veterans and their families. In particular, it is important for us to understand what legal problems and needs they have. Results of the second survey “Image of veterans in Ukrainian society”

Ukrainians already understand that veterans are people who are young and of working age! How society’s attitude towards veterans has changed in half a year

In August 2022, 30% of people believed that veterans are those who fought during the Second World War, now 21% believe that veterans are young people. Another 55% are convinced that veterans are middle-aged people. The level of those who considered veterans those who participated in the Second World War decreased to 7%.


This is evidenced by the data of the Rating Group’s sociological survey, conducted on the initiative of the Ukrainian Veterans Foundation of the Ministry of Veterans in January.

“We conducted the first sociological survey with the Rating group in August 2022. The most important issues and indicators were recorded in order to effectively develop veteran policies. For half a year, we conducted a number of campaigns and programs. We launched a campaign to create the image of a veteran “Yes, I am a veteran” to show that young people are fighting today. And already in the January survey, significant changes were seen. We are moving away from Soviet narratives,” says Ruslana Velychko-Trifonyuk, acting director. executive director of the Ukrainian Veterans Fund.

The overall percentage of confidence in veterans increased from 92% in August to 93% in January. At the same time, there are minor fluctuations with the “complete trust” indicator. The number of those who “rather trust” has increased. This is a positive dynamic that shows a gradual increase in trust.”

One of the important directions of the UVF’s work is the implementation of the program of the Ministry of Veterans for the financing of veteran businesses. Over the course of six months, the UVF conducted two macro-financing programs (Varto and Varto 2.0), under which veteran entrepreneurs, as well as families of fallen defenders, could receive from 500,000 to one million hryvnias for the development of their own business. A total of 53 contract winners should receive 49 million hryvnias of funding.

“According to the results of this year’s survey, we see that the number of Ukrainians who support the provision of benefits and business support for veterans has increased by 10%. Now 65% of respondents support such a veteran policy, against 55% in August. Working out mechanisms for supporting veteran business at the state level is important already today. Veterans create jobs and reserve places for their brothers in their projects. This is how we are already laying the groundwork for solving problems with the employment of military personnel who will return to civilian life,” says Nataliya Kalmykova, executive director of the Ukrainian Veterans Foundation.

Artist Nikita Titov talks about veterans and the joint project with the Ukrainian Veterans Foundation specially for Atlantic Council

Together with the artist Nikita Titov, we created an important art project about people who did not choose war, but it knocked on their doors. No, not even like that, the war had knocked them off their feet firstly in 2014, and then on February 24, 2022. There was no hesitation. They immediately left their cozy offices, their favorite jobs, their families and put on a “pixel”.

Our project was named #callsignUkraine, and its slogan was “Never thought I’ll wear this uniform, but this is my land!” Artists, teachers, IT specialists, cooks, stand-up comedians, journalists, together with the professional soldiers, are holding the line of defense and leading us to victory.Posters of the “Callsign Ukraine” project spread around the world.

They have appeared everywhere: from the Embassy of Ukraine in Japan to the Kyiv subway. The posters are designed not only to emphasize the contribution of these people to the struggle, but also to show society and to the world that the veteran community is growing rapidly and that these people will be among those who will determine the future of the country for decades to come. Future and present Ukrainian veterans have the potential to change Ukraine, and thanks to their experience in civilian life and to the skills gained in the war, they will shape the economy, politics, and cultural life.It’s important that, despite the horrors of the war, there is a lot of optimism about Ukraine’s prospects.

Titov’s posters, with their bright and colorful style, reflect our faith in the future, shaped by the generation who took up arms to defend their homeland. “Ukraine will win,” says Nikita Titov. “The new Ukraine will be a very strong state the whole world will be proud of.”

The UVF crisis support hotline is open 24 hours a day: for veterans and all those who suffer from war

In June 2022, the Ukrainian Veterans Foundation of the Ministry of Veterans Affairs launched a crisis assistance hotline for veterans and their family members. Since then, in six months of work, more than seven thousand calls have already been received. The project is planned to be scaled up in 2023.

12 experienced psychologists work on the hotline at 0 800 33 20 29. The work format is 24/7. Without weekends and holidays.

Sometimes just one phone call can provide relief, support and at least some confidence in tomorrow.

Psychologists say that appeals to the hotline are very different: guys call at night from the frontline just to “speak out” about their fear. Girls call when waiting and fear for a loved one eats unbearably from the inside. Parents who do not know how their relatives are in captivity and parents who lost sons or daughters in the war. People also call during massive shelling, when it is difficult to overcome panic and you need someone to be there, even if it is someone on the other side of the phone.

“There was a call from the wife of a soldier who is at the frontline. We talked with her and at the end she said something very important: “If I had known that it would get better for me, I would have called much earlier,” says Tetyana, a psychologist at the crisis support hotline of the Ukrainian Veterans Foundation.

The services of the hotline are used by relatives and friends of defense veterans, relatives of the dead, military personnel undergoing rehabilitation.

I really wanted to be useful to our common cause of defending our state and supporting people in a difficult moment of their lives, in the places where they are now, because we are approached from different parts of the front and from all over Ukraine, and this is very important,” she says. psychologist Olena.

The hardest thing was when people told about the horrors they experienced – Azovstal, Mariupol, Kharkiv. How they ran away, how they survived this experience. I talked to my psychotherapist. Because it is, by the way, very difficult to listen to,” Tetyana, a psychologist at the UVF hotline, shares her work experience.

My slogan is: “A person needs a person“. I see the great value of our line in this, that a person can get support anywhere in Ukraine, wherever he is, just a phone call away,” explains psychologist Nadiya.

Veteran Vitaly Kucherenko gave a lecture on demining to the UVF team

About 175,000 square kilometers of potentially dangerous mined territories remain in Ukraine. This is 30% of the total area of the state. This was reported by the State Emergency Service in November 2022.

With awareness of mine safety, today we are fighting the consequences of the war unleashed by russia. After all, before the retreat, russians leave insidious mine traps in children’s toys, household items, in the grass, etc.

Abandoned mines, ammunition, unexploded and exploded shells are dangerous. From injuries, tragic events and discrimination in society to psychological pressure. Because the residents of the community live in fear of running into a mine trap.

The most important advice from Mr. Vitaly is not to approach or touch unfamiliar objects. It is better to call the emergency services immediately. Everyone should take this as a rule.

By the way, Vitaly Kucherenko is the founder of the company for humanitarian demining of de-occupied territories. He is one of the winners of the UVF competition program #VARTO. With the winnings, Vitaliy will purchase modern means of searching for explosive objects, personal protection, navigation and office equipment with software, which in turn will ensure high-quality survey and demining of territories.

It is predicted that demining of Ukraine after the war will last 150 years. Perhaps, thanks to the owners of such companies as Vitaly, it will be possible to shorten the period of cleaning the country from the consequences of russia’s stay.

In the capital of Kyiv, you can still see the UVF social advertisement “No matter who you were in civilian life, we are here to support you.”

Perhaps this defender in the Kyiv subway looks at the banner and recalls her civilian life. She recalls her work and the moment when she decided to change everything.

Perhaps this decision came on February 24 or in 2014. And military affairs and defense of Ukraine is a dream job.

There are many people in the Ukrainian army who have left their civilian lives. They were project managers, pharmacists, trainers, students, etc. But their priorities changed when the enemy crossed the border of our state.

We are grateful to every Ukrainian for their bravery. We do everything so that the whole world knows about their deed.

The Ukrainian Veterans Foundation of the Ministry of Veterans Affairs summarizes the results of powerful campaigns launched during 2022.

In particular, two competitive macro-financing programs were held: Varto, Varto 2.0. Under these programs, veterans, as well as families of fallen defenders, could receive from 500,000 to one million hryvnias for the development of their own business.

The Varto+GO macro-financing program was also held, under which public organizations that provide services to veterans and their families could receive from 500,000 to one million hryvnias for their own development.

“A difficult year is coming to an end. This year was a year of challenges for the Ukrainian Veterans Foundation. And I am proud of how our team overcame them. Every day we remembered what and for whom we work. Because the most important thing today and tomorrow is to save those who make it possible for us to live. And to create such conditions for them, so that they, veterans, feel worthy. Next year will not be easier. But now we already know how, we see where to improve. We see new prospects,” says Nataliya Kalmykova, executive director of the Ukrainian Veterans Foundation.

However, it would not be possible to implement all funding programs without a transparent tender commission. Thanks to professional selection by experts, the best 53 veteran business projects and 8 veteran NGOs were able to receive funds.

“At the Ukrainian Veterans Foundation, we distributed more than 2 million hryvnias under the microfinancing program for veteran entrepreneurs and members of their families, families of the dead. Since the beginning of September, we have conducted three programs and supported 162 projects. The first interim reports of the Varto macro-financing programs were adopted. And they started funding for all three programs. UAH 21,025,652 have already been financed,” says Ruslana Velychko, first deputy executive director of the Ukrainian Veterans’ Fund.
